Missouri Statutes, RSMo 1990, Sections 209.150, 209.160, 209.190, 304.080, 304.110; 8.740 Missouri statutory law guarantees a blind person the legal right to be accompanied by a specially trained dog guide in all public accommodations and on all public transportation. A dog guide user also has a legal right to equal housing accommodations in all housing. No extra charge can be levied because of the dog's presence, but the dog guide user is liable for any damage the dog might cause to the premises. A landlord is not required to modify the property nor to provide a higher degree of care than that provided other tenants. Public accommodations include hotels, stores, restaurants, places of resort and amusement and all other places to which the general public is invited. (Sect. 209.150) Public transportation includes airplanes, buses, boats, trains, taxis, and all other modes of conveyance offered for public use. 
(Sect. 209.150) Housing includes any real property or portion thereof offered for rent, lease or compensation as a home, residence, or sleeping place, but does not include a single family dwelling whose occupants offer not more than one room for rent. (Sect. 209.190) The driver of a vehicle shall yield the right-of-way to the pedestrian with a dog guide. The blind vendor who is authorized to operate vending facilities may keep his guide dog with him on the property while operating the vending facility. (L. 1981S.B 165 Sect. 9)(8.740) Violation: Any person, firm, or corporation or agent thereof, who interferes with the above enumerated rights, is guilty of a misdemeanor and punishable accordingly under Missouri law, including a fine not to exceed $25 and costs of prosecution and, in default of payment thereof, shall undergo imprisonment not exceeding 10 days.
